Homeland Security Minister Announces 10 Point Crime Plan

Homeland Security Minister Roger Alexander has announced that he has developed a ten-point crime plan set to be rolled out in 2026..

Speaking with the media following the launch of the procurement phase for expressions of interest under the Government’s Revitalisation Blueprint yesterday, Alexander also outlined plans to prevent police officer burnout in the coming year.

He emphasized that the current State of Emergency (SoE) should not be viewed as the Government’s long-term solution to crime.

Although he did not disclose details of the crime plan, Alexander agreed with Prime Minister Kamla Persad-Bissessar’s statement that the Government must do more to ensure citizens feel safe.

“There are still people who have lost all respect for law, order, and human life,” Alexander said. “For too long, excuses have been made for that kind of behaviour. Now that things are tightening up, those same people are complaining.”

Referring to the recent home invasion in Philippine, Alexander said the incident deeply affected him and reinforced the need to advance new legislation.

“One thought came to mind — I need to bring the stand-your-ground laws sooner rather than later,” he stated.

Both the Prime Minister and Attorney General have since confirmed that the Home Invasion Bill will be brought to Parliament before the end of 2025.

With the SoE still in effect and the busy Christmas and Carnival seasons approaching, Alexander was asked if he feared officers could become overworked.

“I understand how they feel,” he said. “I’ve been part of that organisation, and officers appreciate being compensated for extra work — that motivates them. We’re also addressing the police service’s sanctioned strength. Once staffing levels are where they should be, the need for excessive overtime will be reduced.”

When asked whether he supports extending the SoE into 2026, Alexander replied cautiously:

“It depends on how things unfold. You have to move with the tide — when it’s high, you act accordingly; when it’s low, you adjust.”

The minister also praised the Government’s Revitalisation Blueprint, noting that it includes significant national security upgrades, such as redevelopment of the Carera Island Prison, Port of Spain Prison, and Golden Grove Prison, as well as border security projects in South Trinidad and the establishment of a Tamana Centre for Justice.
